IRCC Announces Game-Changing Update: No Upfront Medical Exams Required for Express Entry Applicants

In a significant move, the Immigration, Refugees, and Citizenship Canada (IRCC) has introduced a change in the application process for Express Entry candidates. Effective October 1, 2023, aspiring immigrants under the Express Entry program are no longer required to provide upfront Immigration Medical Exams (IME) as part of their initial application submission.

This welcome alteration in policy is poised to reduce the financial and logistical burden on Express Entry applicants, who were previously required to undergo a medical examination before even submitting their applications. However, it is important to understand the full scope of the change.

What Does the New Express Entry Medical Update Entail?

Under the revised regulations, applicants under the Express Entry system, along with their accompanying family members, will no longer be compelled to undergo an upfront Immigration Medical Exam when initially submitting their application.

Instead, candidates who receive an Invitation to Apply (ITA) will now have the flexibility to attach proof of their medical examination in their Profile Builder, as per the IRCC's guidelines. Importantly, this change eliminates the need for an upfront IME, streamlining the application process.

Uploading Previous IMEs or Proceeding with Blank Documents

The IRCC offers two options to candidates regarding the IME requirement:

  • Previously Completed IME: Applicants who have undergone an IME as part of a previous application can now include the relevant documentation in their current Express Entry application. This should be done through the same upload slot, and candidates must provide the IME or UMI number from their most recent medical examination.
  • No Prior IME: For candidates who have never completed an immigration medical exam, the option to upload a blank document in the same upload slot is available. The IRCC will subsequently provide instructions on when and how to complete the medical examination if and when it is required.

A Reversal of Prior Policy

This transformative change represents a significant reversal of IRCC's policy, which previously mandated Express Entry applicants to undergo an upfront medical examination since July 2022.

Understanding the Immigration Medical Exam (IME)

An Immigration Medical Examination (IME) is a prerequisite for individuals seeking Canadian Permanent Residency (PR) or temporary residency. The primary objective is to ensure that applicants are not medically inadmissible to Canada. These examinations are conducted by a panel of medical professionals authorised by the IRCC.

It is essential to differentiate between the two types of immigration medical exams in Canada: the Upfront Immigration Medical Exam and the standard Immigration Medical Exam. While the latter is part of the usual application process, the upfront exam has been the focus of the recent policy change.

The Upfront Immigration Medical Exam primarily involves a medical examination administered by a panel physician. In certain cases, applicants may undergo the examination without an IME letter. As such, the new policy allows Express Entry candidates greater flexibility and simplifies the IME requirements.

With this progressive shift in policy, aspiring immigrants now have a more streamlined and accessible pathway to realise their Canadian dream under the Express Entry program.
